Challenge
Europe is characterized not only by its shared culture and history, but also by its man-made borders that cut through historical regions and ethnic groups of Europe. Economic activity, commerce and population consequently drift towards the national centers, leaving sparsely populated and economically backward border regions.
The trilateral region of Hungary-Austria-Slovakia is a rapidly emerging high-growth region with immense potential for development. Yet within this region, four different languages predominate within a few hundred square kilometers, presenting unique challenges to both businesses and policy leaders that the PHARE program seeks to address.
